Title
Receive an update on issuing Certificates of Obligation for a new facility with the North Texas Emergency Communications Center.

Body
BACKGROUND:
In 2014, the four cities of Farmers Branch, Coppell, Carrollton, and Addison created a shared emergency communications center. The existing space is not sufficient for the growing needs of the center, and the expansion space on the second floor was cost-prohibitive. Cyrus One is the landlord, with the initial lease term ending in 2029. The lease versus own analysis was developed on a 30-year timeline. The cost to expand and lease space for the next 30 years is $57,616,540, with the cost to build a facility and operate over 30 years being $32,770,416. Each City contributes funds based on a three-year average of calls for service.

Farmers Branch 22.5397%
Addison 16.8874%
Carrollton 48.4458%
Coppell 12.1271%

DISCUSSION:
The North Texas Emergency Communications Center is at 1649 W. Frankford Road in Carrollton. Cyrus One is the landlord for the 11,800 square feet of leased space. The base lease is currently $35.22 per square foot plus electricity. The cost to expand upstairs and annual lease escalations are cost-prohibitive compared to buying and building a facility. The estimated cost to purchase land and build a new facility is $20,770,000. The City of Farmers Branch would contribute 22.5397%, which is $4,681,495.69 for the new project. The NTECC board meeting is on February 7, 2024, and includes the recommendation to buy land and build a facility. Each partner city shares the information with their council on January 23, 2024, to receive direction and move forward. Certificates of obligation can be considered for this public safety project with Council approval at a future date. The timeline includes site selection analysis and contractor selection in 2024. The goal consists of both facilities being operational before the May 2029 lease completion.

FISCAL IMPACT:
