Title
Consider approving an extension of an expired building permit for construction of the property located at 2609 Leta Mae Lane, a new single-family home; and take appropriate action.

Body
BACKGROUND:
The purpose of this item is to consider a request from David Yi to extend Permit No. NSF21-0278 for the construction of the single-family home to June 29, 2024. David Yi applied for the permit on December 29, 2021.

On May 2, 2023, the City Council approved Ordinance No. 3793. Section 105.5.3. of Ordinance No. 3793 allows longer extensions by stating: "the holder of a permit for which the maximum extension is allowed pursuant to Section 105. 5.2 may make an application to the City Council for an additional extension of the permit by submitting such application in writing not later than 30 days prior to the then-current expiration date of the permit, which request must demonstrate justifiable cause for the need for such extension".

Per Ordinance No. 3793, the new single-family homes are permitted 18 months to complete construction, and the Chief Building Official (CBO) may allow an extension to permit by 180 days.

DISCUSSION:
Following the ordinance, the owner, David Yi, was granted the maximum extension allowed by the CBO to December 29, 2023. At the end of the extension granted by the CBO, City Council action is required for any additional extensions. The applicant has requested further extension and has provided the following estimated timeline:
* March - anticipated final plumbing, electrical, and mechanical inspections conducted.
* April - Finishes proposed to be installed.
* May - Anticipated final inspections and completion.

FISCAL IMPACT:
Per the ordinance, the fee is calculated by the original permit fee divided by 365 days and multiplied by the requested days. The fee associated with extending this permit will be $3,359.30.
