Receive an update regarding commercial solid waste collection.

BACKGROUND:
Commercial garbage collection in Farmers Branch is an open market system, meaning businesses and/or property owners can utilize any private waste collection company to provide garbage and/or recycling services to their business and/or property. The collection company pays the City 10% of their gross revenue of services offered in the Farmers Branch. This allows businesses to negotiate their service and prices for these services. However, for the City, it creates a mixed system of dumpsters and companies operating in the City. Currently, approximately 30 companies are operating in the Farmers Branch. When there are environmental or noise issues related to commercial collection, it is difficult to determine the source of the problem. Staff will present an overview of the challenges and recent steps taken to assess commercial collection operations and how other cities address these challenges.
Staff will look for the Council to provide direction on the next steps regarding this issue.
