Consider approving Resolution No. 2024-038 authorizing the City Manager to negotiate and execute a contract awarding to SYB Construction Company., Inc. for the Medical Pkwy Infrastructure Improvement Project in the amount of $2,139,647; and take appropriate action.

BACKGROUND:
The Medical Pkwy Infrastructure Project was originally part of a multi-family development that has stalled due to reasons unknown to the City. In an effort to address public safety and environmental impact concerns, the City has elected to complete this project under Local Government Code 252.022 (2), which allows general exemption of bidding expenditures for "a procurement necessary to preserve or protect the public health or safety of the municipality residents." This project will consist of completing the 8' X 3.67' four-box enclosed storm sewer, completion of the 5' by 3' reinforced concrete box storm sewer, approximately 855 linear feet of curb and gutter, 470 square yards of concrete pavement removal, and approximately 2,000 square yards of Type "D" asphalt pavement on Medical Parkway on the east side of Dallas Medical Center. This project will allow for the completion of the open storm channel and roadway, which has created a public safety concern since the project stalled. SYB Construction Company., Inc. has reviewed the project and submitted an emergency quote meeting the project's required specifications.
Public Works briefed the City Council on this project at the last Study Session held on February 20, 2024.
DISCUSSION:
The Public Works Department has elected to award this project to SYB Construction Company, Inc. under the Local Government Code 252.022 (2), utilizing the emergency quote provided in the amount of $2,139,647.
FISCAL IMPACT:
This is an un-budgeted project with $2,139,647 being expensed from the Drainage Project account.
