Consider approving Resolution No. 2024-097 authorizing the City Manager to execute a contract with Fuquay, LLC, for a pipeline rehabilitation project at various locations throughout the City in the amount of $3,099,178.33, and take appropriate action.

BACKGROUND:
Each year, the City or a contractor performs sanitary sewer line maintenance and repairs. For this fiscal year, several pipes can be repaired using pipe bursting. Pipe bursting is a trenchless method that involves breaking and often expanding the existing buried sewer line while simultaneously replacing it with a new pipe. Compared to open cuts, pipe bursting saves time, money, and disruption to adjacent properties. The method will be applied from manhole to manhole and does not require any excavation of the existing sewer main.
This year's proposed pipe bursting projects consist of approximately 11,127 linear feet of existing 6-and 8-inch clay tile pipes, many of which were installed in the early 1960s. The projects also require cleaning the sewer mains and rehabilitating manholes as needed. The new sewer mains will be 8-inch PVC pipes.
The project scope is as follows:
1. Valley View Lane: from Bee Street to Dennis Lane - 1,990 ft
2. Utility easement between Richland Avenue and Squire Place: from Bee Street to the east - 460 ft
3. Utility easement between Brisbane Avenue and Amsterdam Road: from Myra Lane to Templeton Trail - 2,110 ft
4. Utility easement between Valley View Lane & Primrose Lane: from Veronica Road to Austell Road - 750 ft
5. Valwood Parkway: from Dennis Lane to Valwood Parkway - 1,260 ft
6. Utility easement within Valwood Plaza: from Valwood Parkway to Josey Lane - 1,140 ft
7. Utility easement between Littlecrest Drive and Rawhide Parkway: from Longmeade Drive to east - 700 ft
8. Castleton Drive: from Longmeade Drive to Castleton Circle - 1,500 ft
9. Shoredale Lane: from Rollingdale Lane to Cooks Creek Place - 870 ft
