Title
Consider approving Resolution No. 2024-098 authorizing the City Manager to execute an Advanced Funding Agreement with the Texas Department of Transportation for the Rossford Street Shared Path on Denton Drive in the amount of $2,813,638; and take appropriate action.
Body
BACKGROUND:
The City has secured federal funding to construct a 12' wide pathway along the east side of Denton Drive from the southern City limit to Rossford Road. This pathway is part of the Regional Trail System. The goal is to have a 12' trail along the east side of Denton Drive from the Dallas County line in Carrollton through Farmers Branch, ultimately connecting to existing trails in the Bachman Lake area in Dallas. Besides the pathway being part of the Regional Trail System, portions of the trail were identified in the adopted Trail Master Plan (2015) as locations the City should address to improve pedestrian and cycling movement. A small portion of the Denton Drive multiuse path will be constructed as part of the ongoing Denton Drive utility project. Currently, the project is being designed.

The project's limits are from the southern city limit line to Rossford Street, north of Valley View Lane.
Based on the AFA, the total reimbursable costs from the U.S. Department of Transportation for the project is $2,641,715; however, the City can only receive $2,588,881. For this project, the City is using Transportation Development Credits (TDCs) for its match. TDCs are not real dollars. $119,089 of the total reimbursable...
