Title
Consider approving Ordinance No. 3870, amending the Farmers Branch Code of Ordinance, Section 82-95 "No Parking Zones" to add a no parking zone on Wooded Creek Drive; and take appropriate action.
Body
BACKGROUND:
The intersection of Marsh Lane at the intersection with Wooded Creek Drive has two northbound and two southbound lanes separated by a wide median. There is no dedicated right-turn lane on the northbound side of Marsh Lane for Wooded Creek Drive. Wooded Creek Drive is a two-lane road, one eastbound and one westbound. Wooded Creek Drive has a 90-degree turn to the north about 150 feet east of the intersection. In addition, there is no parking by ordinance on the north side of the 150-foot section of Wooded Creek Drive. When cars park on the south side of Wooded Creek Drive, it creates safety concerns for motorists and limits the ability to collect garbage, recycling, brush, and bulk materials because the travel path for vehicles is reduced to one lane in both directions. Because there is no dedicated right turn lane from Marsh Lane onto Wooded Creek Drive, traffic can queue up on Marsh Lane when vehicles are waiting to turn out from the neighborhood. Additionally, the cluttered entrance to the neighborhood impedes the visibility of both incoming and outgoing drivers.

DISCUSSION:
The current ordinance dictates a no parking zone for the north side only from the intersection east along Wooded Creek Drive for about 200 feet. Due to ongoing safety concerns, the Public Works Department proposes modifying the ordinance to prohibit parking on both sides of the street to allow for safer traffic maneuverability through that particular section of Wooded Creek Drive as well as better sight lines for motorists entering Marsh Lane.
