Title
Consider approving Ordinance No. 3876 amending the Farmers Branch Code of Ordinance, Section 82-95 "No Parking Zones" to add a no-parking zone on the southern side of Millwood Drive from the intersection with Josey Lane to the western boundary of Mallon Park from 10 p.m. to 6 a.m., require appropriate signage, and take appropriate action.
Body
BACKGROUND:
In 1977, the City Council adopted ordinance No. 1137, which designated Millwood Drive in both directions as no parking zones from Farmers Branch Lane to Josey Lane. However, signage was never installed to mark the area as a no-parking zone along the entire street except for the street frontage along Mallon Park. The existing signage along the street frontage of Mallon Park states no parking between 10 p.m. to 6 a.m., which does not meet the requirements of Ordinance No. 1137.

Earlier this year, after auditing our no-parking zones, City staff planned to install "No Parking" signs in accordance with the ordinance. During the project's public education and notification portion, residents along Millwood Drive had serious concerns with the parking restrictions the ordinance imposes on those residing along Millwood Drive. Public Works Staff met with the residents to discuss the existing ordinance. Based on those discussions, residents preferred limiting the no parking zone restriction to the street frontage along Mallon Park from 10 p.m. to 6 a.m. This would eliminate the personal impact on the residents living on Millwood Drive with respect to on-street parking by the residents and their guests. Residents were asked to sign a petition to amend Ordinance No. 1137 per the City's policy for changing no-parking zones.

DISCUSSION:
The Public Works Department is requesting to amend the existing ordinance restricting no parking to the street frontage along the south side of Millwood Drive from the intersection of Josey Lane to the western boundary of Mallon Park from 10 p.m. to 6 a.m. to address park safety ...
