`Title
Consider approving Resolution No. 2024-127 awarding a contract to VLEX Construction, LLC, with a fixed bid amount of $515,510 for the Rawhide Trail Phase 1 Project; and take appropriate action.

Body
REQUESTOR:
Public Works Department

BACKGROUND:
The City is undertaking a project to widen the popular Rawhide Trail to enhance its usability, accommodate more users, and address some flooding issues in certain areas of the trail. The ultimate goal is to replace and widen the existing trail from Webb Chapel Road to Tom Field Road on both sides of the greenbelt. This particular phase of the project will address the north side of Rawhide Trail along Rawhide Parkway between Webb Chapel Road and Josey Lane. The existing trail, currently 8 feet wide, is set to be replaced with a new 12-foot-wide trail. Some segments of the new trail will follow the existing path; however, adjustments will be necessary in flood-prone areas to mitigate these concerns.

The project involves additional tasks such as excavating, tree removal, elevating low spots, relocating dirt as needed, and minor street and curb repairs at the Rawhide Pkwy and Longmeade Drive intersection. The Parks and Recreation Department will handle tree replacement in-house.

Given the trail's usability, the project will be executed in phases to minimize disruption to users. The aim is to keep as much of the trail open as possible, closing only sections that are actively being worked on. Additional considerations include stormwater control and implementing light traffic control measures in the adjacent low-traffic residential area. This phased approach not only ensures safety and accessibility for the public but also facilitates a smoother construction process.

DISCUSSION:
The City advertised the project for competitive sealed bids and received seven (7) qualifying bids.
