Title

Receive a report from the Public Works Department to review Lead and Copper service line inspections and receive direction for private service line replacement.

Body

REQUESTOR:

Public Works Department

BACKGROUND:

The Lead and Copper Rule Revisions (LCRR) were released on January 15, 2021, setting new standards to remove harmful lead levels from drinking water. The LCRR went into effect on December 16, 2021, with a compliance date of October 16, 2024. To comply by October 16, 2024, a Lead Service Line Inventory (LSLI) needs to be completed and submitted to the Texas Commission on Environmental Quality (TCEQ); public-facing documents, including the LSLI (GIS Map), be available on the city website, and letters must be mailed to residents who have a Lead or Galvanized service line no later than 30 days after October 16, 2024.

During visual inspections of our water meter connections throughout the City, we found no City-owned services that were classified as Lead or Galvanized. On the private side, five (5) lines were identified as Galvanized, thus needing replacement. Cast-iron water mains are not included in the LCRR, but cast-iron water mains installed pre-1989 may contain lead in packing joints between pipe segments. Public Works is developing plans to replace all Cast-Iron mains in the distribution system to reduce lead contamination as much as possible. In FY23-24, Public Works is replacing 13,065 linear feet of Cast Iron water mains with another 10,685 linear feet proposed to be replaced in FY24-25.

DISCUSSION:

The Public Works Department is seeking Council direction on whether the City should cover the cost of five (5) private service line replacements. Each service line replacement is estimated at $15,000, and the total cost is estimated at $75,000.

DISTRICT:

Five (4) service lines are in District 1.

One (1) service line is in District 3.
