Body
REQUESTOR:
Councilmember Roger Neal
BACKGROUND:
During the FY 2022-23 budget year, the City Council approved and allocated $75,000 from the General Fund for the Minor Home Repair Program (MHRP), a one-year pilot program aimed at supporting low-income homeowners of the City of Farmers Branch. The program was designed to improve sustainability and make the homes of those needing assistance safer and healthier. MHRP was to aid low-income homeowners in making essential exterior repairs when the owner-occupant needs more resources.
DISCUSSION:
During the July 16, 2024, City Council meeting, Minor Home Repair Program updates were discussed to modify eligibility, ensure the program serves those who need it most, and increase its efficiency while continuing the program for another year. The MHRP now utilizes market home value as verified by the Dallas Central Appraisal District (DCAD), as well as verifying a homestead exemption on DCAD for owner-occupancy. Qualified homeowners may now receive assistance via a grant from the City not to exceed $5,000. Costs above $5,000 will remain the sole responsibility of the homeowner.
The MHRP goals and objectives remain the same, in which eligible projects should achieve one or more of the following objectives:
1. Bring the dwelling into compliance with the City’s residential property maintenance standards,
2. Protect the health and safety of the residents and/or the neighborhood,
3. Provide accessibility modifications and/or
4. Improve the livability of the property and/or the neighborhood.
Councilmember Neal requested an opportunity to discuss senior citizen eligibility options for the MHRP during the August 6, 2024, City Council meeting.
