BACKGROUND:
During budget discussions with the City Council in the summer of 2024, staff proposed modifying the current library operations agreement with LS&S to reduce the overall costs of services provided by LS&S to the City. This amendment will also allow the vendor to perform background checks on volunteers at the library.
DISCUSSION:
With the goal of reducing the overall costs of library operations, staff has worked with representatives of LS&S to find solutions to reduce costs while maintaining the current level of service to the community. The proposed amended agreement will reduce library operational hours by 4 hours per week and material costs by $30,000 per year for a total reduction of $84,799 in the fiscal year 2025 budget. This amendment would affect the fifth year of the current ten-year agreement with LS&S. Staff is currently proposing to implement the operational hours changes in late 2024 to allow ample time for the community to become aware of the updated hours. In addition to the cost reductions, the staff is also addressing in the amendment the performing of background checks by LS&S for volunteers at the library. The agreement modification will be in place for the remainder of the ten-year agreement period.
