Discuss bulk waste placement time and seek the City Council's direction regarding the schedule of the bulk waste.

BACKGROUND:
Following the current policy, bulk waste is collected during the first full week of each month. There are set daily routes for the different parts of town, and each address has a bulk collection day during the bulk week. The current ordinance has a specific placement time for residents of 6:00 p.m. the night before the scheduled service.
This set-out timing limitation is challenging for many residents, especially those who work shifts from 8 am to 5 pm, elderly residents, and disabled residents. Many elderly and disabled residents need assistance getting their waste materials to the curb and cannot find someone to help within the ordinance timeframe.
DISCUSSION:
Staff would discuss allowing residents, especially the elderly and disabled, to set out bulk material out early during the monthly bulk week.
The options to consider are as follows:
1. Placing bulk material out 72 hours in advance starting at 6:00 p.m.
2. Placing bulk material out 48 hours in advance starting at 6:00 p.m.
3. Leaving the placement time as is, starting at 6:00 p.m. the day before
Staff will be available to answer any questions the Council may have.
