Title
Consider approving Resolution No. 2025-048 authorizing an Interlocal Agreement between the City of Farmers Branch, the Town of Addison, the City of Coppell, the City of Carrollton, and the North Texas Emergency Communication Center (NTECC) relating to funding of a new NTECC consolidated public safety communications center.

BACKGROUND:
In 2014, the Cities of Farmers Branch, Coppell, Carrollton, and the Town of Addison created a shared emergency communications center, the North Texas Emergency Communication Center (NTECC). The estimated cost of the proposed construction of the new NTECC building is $22.263 million. Farmers Branch's share of the cost is $5 million. The City of Farmers Branch, through Certificate of Obligation (Cos) Bonds, has allocated $5 million for NTECC. This Certificate of Obligation Bonds was approved as part of the FY 2024-25 budget process (Ordinance No. 3887) to pay for designing, constructing, renovating, improving, and equipping a public safety communication facility and dispatch center and acquiring land.
The first interlocal agreement to purchase the land to construct the new NTECC building was approved during the October 17, 2024, Ci...
