Title
Conduct a public hearing and consider the request for a zoning amendment for multifamily development on approximately 10.59 acres located at 1990 Wittington Place within Planned Development District No. 88 (PD-88); and take appropriate action.

Body
BACKGROUND:
The subject property includes approximately 10.6 acres of land located at the southwest corner of Wittington Place and Senlac Drive. The site is currently developed with a three-story office building constructed in 2014 and associated surface parking. The applicant, HLR Architects, Inc., requests to amend Planned Development District No. 88 (PD-88) for a new multifamily development known as Brickyard Phase 8. If approved, the existing office building and surface parking lot would be demolished to allow for construction of a new 472-unit multifamily development.

PD-88 was originally established in 2006 and has been amended several times since. Currently the subject site is located within the "Office-1" subdistrict, and the applicant requests rezoning to the "Mid-Density Residential" subdistrict within PD-88. Similar rezoning requests for mid-density residential have been approved in past years for other phases of the Brickyard development.

Specifically, Phases 1 and 2 are constructed and occupied with a total of 843 units (now known as The Canal and The Crosby at the Brickyard). Phases 3-7 have been previously rezoned and entitled for multifamily use, but not yet constructed (total of 1,466 units). Phase 8 proposes to add 472 new units with a mixture of townhome-style buildings and larger wrap-style apartment buildings with structured parking. All proposed units would be located on a single lot and marketed for rent.

2. I move to recommend approval of Ordinance No. 3902, with modifications.
3. I move to table the issue for further study or take no action.
