Body
REQUESTOR:
Finance, Fleet, and Facilities Department
BACKGROUND:
The Public Works Department uses backhoes to repair and maintain critical city infrastructure, including water and sewer infrastructure and roads. The FY 2024-25 Fixed Asset Fund includes $390,000 for purchasing two new backhoes for the Public Works Department.
This purchase will replace the following units:
- Unit #4080186: a 2008 John Deere 310J Backhoe that has been in service for 15.25 years with over 3,068 hours of service.
- Unit #4120127: a 2012 John Deere 410TK Backhoe that has been in service for 12.5 years with over 4,870 hours of service.
These vehicles are both being replaced due to their age, number of service hours, increased repair costs, and overall condition. Both backhoes will be replaced with a 2025 Caterpillar (CAT) 420E, but due to the different nature of their roles, they will have slightly different specs and attachments.
DISCUSSION:
City staff obtained a quote for the backhoes from Holt CAT in the amounts of $149,961 and $165,440, for a total of $315,401. Holt CAT is part of the OMNIA purchasing cooperative program and is the authorized sole source provider for Caterpillar Inc.'s (CAT) heavy equipment. The sole source letter is attached in Exhibit A with the Resolution.
The Fleet Department is implementing an initiative to standardize the fleet so that operators and fleet technicians are more familiar with the equipment and can be more efficient in operating and maintaining it. Because of this, staff opted for the CAT brand, which has been the preferred manufacturer of construction equipment for the City in recent years.
FISCAL IMPACT:
Approved Budgeted Financial Impact of $315,401 from the Fixed Asset Fund.
