Title
Consider approving Resolution No. 2025-011 authorizing the City Manager to execute a contract with Nu-Way Construction for the construction of the Storm Sewer Replacement Project along Valley View Lane from the DART track to Nestle Drive in the amount of $2,671,212; and take appropriate action.

REQUESTER:
Public Works Department

BACKGROUND:
In September of 2024, the Public Works Department entered into a professional services agreement with Teague, Nall, and Perkins Inc. (TNP) for the design of a storm sewer replacement along Valley View Lane, extending from Nestle Drive to the Rawhide Creek outfall. The project's original scope involved enlarging the existing 60-inch storm sewer line to an 8'x5' concrete box culvert, covering approximately 1,950 linear feet. This improvement was identified in a "Drainage Memorandum" prepared by TNP, which was initiated due to flooding and drainage issues during storm events near Valley View Lane, Bee Street, and Goodland Street. However, due to timeline constraints with the DART ILA funding, the Public Works Department has decided to break the project's construction into two phases.
The first phase will cover the area from the DART tracks to Nestle Drive and will include the installation of new storm drainage improvements, upsizing of existing drainage infrastructure, as well as lowering and replacing sanitary sewer main lines. The second phase, which includes storm improvements within the DART right-of-way, will be designed and bid out in coordination with DART, and Public Works staff will seek out funding opportunities with other entities. The project must be substantially completed by February 2026, with final reimbursements occurring in April 2026 per DART agreement.
DISCUSSION:
The Engineer's Opinion of Probable Construction Cost (OPCC) for the full scope of this project is $3,747,000. The City received four bids on January 14th, 2025, for the construction of the proposed phase of this project. Nu-way Cons...
