Consider approving Ordinance No. 3910 amending the Farmers Branch Code of Ordinance, Section 82-95 "No Parking Zones" to add a no parking zone on the northside of the westbound feeder road of IH 635 service road from two hundred (200) feet east of Commerce Street to the right turn lane at Luna Road requiring appropriate signage; and take appropriate action.

BACKGROUND:
The Police Department has received multiple complaints from drivers turning from Commerce Street and Commerce Drive onto the westbound feeder road of IH 635 regarding limited sight distance due to large vehicles parking on the shoulder of the road. Currently, nothing prohibits vehicles from parking on the shoulder of this road; therefore, the Police Department cannot provide enforcement.
Public Works is responsible for sign installation and maintenance, including no parking signs. However, the IH 635 service road belongs to the Texas Department of Transportation (TxDOT).
DISCUSSION:
Staff contacted TxDOT seeking permission to install no parking signs in the agency's right-of-way. A location map for the no-parking signs is attached to this ordinance request. TxDOT staff initially reviewed the request, informing the City that the next step is to adopt an ordinance for the no-parking sign installation. If adopted, the ordinance will be sent to TxDOT along with a formal request to install No Parking signs along the north side of the westbound feeder road of IH 635 road.
If TxDOT formally approves the request, the apartment complexes along the IH 635 service road will be notified of the ordinance so they can inform their residents of the pending parking prohibition.
FISCAL IMPACT:
Nominal impact for sign procurement. Funds are budgeted from the Public Works Street Division budget.
