BACKGROUND:
The City is seeking a replacement playground system for Dutch Village Park. The Parks and Recreation Department has secured a contract with PlayWell Group, Inc. to deliver and install the playground system and other amenities, such as the pavilion. The playground system is being replaced due to fire damage.

Parks staff presented a redevelopment plan to the City Council in a study session on February 4, 2025. City Council direction to staff was to move forward with the plan, staff is now prepared to make the purchase of the playground equipment and amenities based on that direction.

DISCUSSION:
The Parks and Recreation Department is requesting to enter a contract with PlayWell Group, Inc. to deliver and install a replacement playground system for Dutch Village Park. PlayWell Group, Inc. was selected through the BuyBoard purchasing cooperative. PlayWell Group, Inc. will manufacture, store, deliver, and install the playground system.

Staff intends to streamline the purchasing process by utilizing BuyBoard. BuyBoard is a purchasing cooperative that executes the bid process through competitive procurement, assisting members with compliance with Texas local and state procurement requirements and providing a document audit trail. This resource also saves time and resources by eliminating the need for members to prepare and conduct a formal Request for Proposal (RFP) and provides a vetted list of vendors to choose from.

The total cost for the playground system, its elements, and installation is projected to be $549,175. Insurance reimbursement and Capital Improvement Plan (CIP) funds will cover the cost.
