Title

Receive an update from the Human Resources Department on the 4-day workweek schedule for City staff.

Body

REQUESTOR:

Mayor Pro Tem Omar Roman

BACKGROUND:

In August 2023, the City implemented a 4-day workweek schedule for City staff, excluding Police/Fire step plan employees. A survey was completed related to the efficacy of the schedule in November 2023, and the results were discussed in November 2024, with a follow-up scheduled for early 2025.

DISCUSSION:

A new and expanded survey with conditional logic and qualitative controls was launched and completed in January 2025. This survey expanded on the previous survey to not only gauge efficacy and efficiency from those who work a 4/10 schedule but also to gather feedback from staff who do not work a 4/10 schedule on what service levels were being impacted. This survey utilized qualitative controls and conditional logic to have employees answer specific questions based on their status and the type of schedule they work to prevent employees who did not work a specific schedule from skewing or otherwise invalidating results.

In addition, whereas the previous survey utilized only quantitative measures, this survey included qualitative measures, which were evaluated and quantified through a sentiment analysis. This survey also measured predictive retention related to the 4-day work week, although a multi-variate tool, such as a Stay Survey, is necessary to gauge the true weight of the 4-day work week as a benefit compared to other factors related to employee retention.

The discussion will include:

-                     Updates to our personnel policies and procedures related to alternate work schedules, including the addition of processes, forms, and layers of oversight for fairness and consistency of use.

-                     The efficacy, efficiency, and predictive retention of the 4-day workweek schedule and the associated reliability and validity of the results.
