BACKGROUND:

The Oakbrook Community, established in 1972, is a private subdivision with 156 residential units and three HOA properties, using shared water meters. In recent years, the Oakbrook HOA has petitioned to install public meters for each residential unit. Bids for the project were accepted on February 17, 2025, and ranged from $264,074 to $471,515. The City allocated $90,000 cash to help fund a project transitioning to individual meters for each unit, with any costs above this covered by the HOA.

DISCUSSION:

On February 17, 2025, the City received five bids for installing these meters. Strayhorn Project Developments, LLC submitted the lowest bid, meeting all requirements, for $264,074. The water meters will be provided at no cost to the project.

The five received bids were:

1. Strayhorn Project Development, LLC. for $264,074

2. AMS Land Company for $301,141

3. Onyx Paving & Utility, LLC for $320,000

4. Atkins Bros Equip co, Inc. for $463,600

5. A & M Construction & Utilities, Inc. for $471,515

The timeline for this project is 180 days. Once the contract is awarded, Strayhorn Project Development, LLC is responsible for scheduling this work.

FISCAL IMPACT:
