BACKGROUND:
At the request of Mayor Terry Lynne, through the future agenda item process, City Council is considering proposed amendments to the City Council Rules of Procedure. The proposed amendments address procedures for sponsoring future agenda items and for meetings or communications involving City Council members outside a posted open meeting.
The Texas Open Meetings Act establishes requirements applicable to deliberations of a governmental body, including certain communications involving a quorum or a series of communications involving fewer than a quorum when the statutory requirements are met. The proposed amendments give the Council an opportunity to consider whether to incorporate additional internal governance standards into its Rules of Procedure.
Mayor Lynne will present the proposed amendments.
DISCUSSION:
The City Council will consider the proposed amendments and discuss whether changes to the Rules of Procedure are appropriate. Discussion may include the scope and application of the proposed provisions; implications for Councilmember communications and the future agenda item process; and whether any modifications or additional direction are appropriate before adoption.
