Conduct a public hearing and consider adopting Ordinance No. 3963 for a zoning amendment on approximately 5.21 acres of property located at 11775 Mira Lago Boulevard within the Planned Development District No. 81 (PD-81) zoning district to allow a multi-family residential development and establish related development standards; and take appropriate action.

BACKGROUND:

The applicant, Maxwell Fisher of ZoneDev on behalf of Pillar Income Asset Management, requests to amend Planned Development District No. 81 (PD-81) for a new multifamily development totaling 5.213 acres. The subject property is located west of Mira Lago Boulevard and south of IH-635 (LBJ Freeway). The subject property is currently undeveloped, but was the subject of a 10.58-acre parcel rezoned from employment core to mixed residential to allow a two-phase multi-family development known as Dominion. Phase One of the Dominion was constructed in 2018 with a total of 224 units. Surrounding development includes four hotels, four multifamily developments, and a small retail area.

 

A conceptual site plan, landscape plan, and building elevations are included as exhibits within the draft ordinance. The second step in the land use entitlements will be a Detailed Site Plan, which will require a second round of public hearings with the Planning and Zoning Commission and City Council.

 

DISCUSSION:

The purpose of this request is to amend Planned Development District No. 81 (PD-81) for a new multifamily development known as Dominion Phase Two. If approved, land would be entitled to develop a 4-story, 265-unit multifamily community with a 5-level parking garage. PD-81 is developed primarily for multi-family, retail, and hotel uses. PD-81 approved multi-family development on the subject site. This proposed amendment will:

 

                     Increase the number of permitted residential units from 224 to 265 to support structured parking, on-site amenities, and shared open space;

                     Amend the following previously approved development standards from Ordinance No. 3290 (approved by City Council in August 2014):

o                     Remove the required development of a new hotel (containing approximately 90 rooms) immediately east of the site, along either Mira Lago Boulevard or LBJ Freeway. The subject site was planned for multi-family regardless of the presence or amount of hotel development. Although there are currently four hotels in Mira Lago, they do not directly correlate or depend on the multi-family industry.

o                     Remove the required development of a new street connecting Mira Lago Boulevard with the LBJ Freeway eastbound frontage road. This condition has already been met with the construction of Sandia Trail.

o                     Development of a ½ acre pocket park at the southern tip of Lot 1, Block E of the Mira Lago Addition. Once completed, this park will be maintained by the Property Owners Association (POA). Pillar will deliver this privately maintained public open space prior to issuance of a Certificate of Occupancy for Phase Two.

o                     Remove the required development of a 10-foot wide hard surface walking trail around the perimeter of the central block bounded by Mira Lago Boulevard, Lago Vista West, and Lago Vista East. Sidewalks will be constructed in the future as buildout occurs, as developers are required by ordinance to install sidewalks along all street frontages on the subject interior sites.

 

Public notice was provided in accordance with Texas Local Government Code Chapter 211 and the City’s notification requirements.

 

On September 8, 2025, the Planning and Zoning Commission recommended approval of this zoning amendment request as presented by a vote of seven in favor and none opposed.

 

The Council will discuss whether to grant this zoning amendment request.
