BACKGROUND:
On October 15, 2001, a Master Funding Agreement with Texas Department of Transportation (TxDOT) was approved. The Master Funding Agreement was not project specific and did not obligate funds on the part of either TxDOT or the City. Instead, the Master Agreement included the details of the responsibilities of both TxDOT and the local government for administering future projects. After execution of a Master Agreement, in order to initiate a project, TxDOT and the local government must execute a Local Project Advance Funding Agreement.
The Local Project Advance Funding Agreement provides for the funding of Brookhaven College Campus - Intercity Trail Connections. The scope of the project includes the construction of a pedestrian bridge over Farmers Branch Creek east of Marsh Lane; a signalized protected crosswalk on Valley View Lane at Rosser Road intersection; and bike shared-lane signage along Rosser Road from Valley View Lane to IH635.
DISCUSSION:
The total project expenditures are anticipated to be $636,587 over a two-year period with $477,440.00 funded through federal participation and reimbursed by TXDOT and $159,147 funded in the City’s 2015-16 Capital Improvement Program Non-bond Fund for Trail Improvements.
TxDOT requires that it receives an advance of $22,206.50 for its direct costs associated with review of plans and bidding process to proceed with the project improvements. This is not associated with the scope of work cost.
POSSIBLE COUNCIL ACTION:
1. I move to approve Resolution No. 2015-086 approving a Local Project Advance Funding Agreement with Texas Department of Transportation for the construction of a pedestrian bridge and bike shared-lane signage along Rosser Road from Valley View Lane to IH635 service road
2. I move to approve Resolution No. 2015-086 approving a Local Project Advance Funding Agreement with Texas Department of Transportation for the construction of a pedestrian bridge and bike shared-lane signage along Rosser Road from Valley View Lane to IH635 service road with modifications.
3. I move to table the issue for further study or take no action.
