BACKGROUND:
The City of Farmers Branch relies on an electronic access control system to secure its facilities and manage who can enter buildings like City Hall, the Police Department, and other municipal properties. This system helps protect both people and property by allowing only authorized personnel to access certain areas.

The current access control system is outdated, difficult to maintain, and no longer meets modern security standards. Replacement parts are becoming harder to find, and the software that manages the system is no longer receiving regular updates or support from the manufacturer.

DISCUSSION:
To ensure the continued safety and security of our facilities, the staff is proposing to replace/upgrade the City's existing access control system with a modern solution. This upgrade will enhance security, minimize downtime, and facilitate easier management of employee access across multiple buildings.

The new system will include updated card readers, door hardware, and centralized software to manage access permissions. It will also be capable of integration with future technologies, such as mobile access badges or video surveillance, if the City chooses to expand its security capabilities later.

This new system will be installed and configured by a qualified vendor who will also assist with migrating existing data (like employee access levels) to the new platform. City staff have reviewed the proposed system to ensure it meets the City's operational and security needs.

The total cost for the replacement/upgrade, including equipment, software, installation, and training, will not exceed $245,000.

FISCAL IMPACT:
Budgeted impact not to exceed $245,000 in the FY 24-25 budget.
