BACKGROUND:

Community Development Block Grant (CDBG) eligible projects are those that improve or maintain existing low-to-moderate-income neighborhoods, promote low-income home ownership, or eliminate community-threatening conditions. Examples of eligible projects include water and sewer replacements, road projects, park rehabilitation, and sidewalk projects.

 

The funding for the Dallas County CDBG program is on a biennial funding cycle. The program funding is distributed every other year, with half of the participating cities receiving funds in one cycle and the remaining cities in the next. As a result, cities receive approximately twice the annual funding.

 

For Fiscal Year (FY) 2026, the City of Farmers Branch is eligible to receive $187,000 in CDBG funds from Dallas County. Dallas County held a public hearing on June 16, 2026, and plans to hold an additional public hearing on August 4, 2026, as a requirement to encourage public input.

 

DISCUSSION:

Approval of Resolution No. 2026-077 will authorize the City's submission of an application to Dallas County for participation in the Community Development Block Grant (CDBG) Program. To meet the County's application deadline, the City submitted the application on May 20, 2026, prior to City Council consideration. Approval of this resolution formally reaffirms the City's authorization of the application. Should the City Council determine not to pursue participation in the program, the application may be withdrawn.

 

The project identified for FY 2026 CDBG funding is to replace approximately 1,321 linear feet of an existing 8-inch asbestos cement (AC) pipe along Shoredale Lane loop (from Hollandale Lane to Hollandale Lane) with a new eight-inch PVC water line.

 

Replacement of the existing 40-year-old water line will improve the reliability of the City's water infrastructure and reduce ongoing maintenance needs. Engineering design is scheduled to begin later this year. The total project cost is $742,010, with the City contributing $555,010 toward the project.

 

FISCAL IMPACT:

Budgeted Financial Impact of $555,010 approved in the Fiscal Year 2025-26 operating budget, with the remaining $187,000 from Dallas County CDBG funds.
