Consider approving Resolution No. 2015-056 authorizing acceptance of the Department of Homeland Security FY 2014 Assistance to Firefighters Grant #EMW-2014-FO-00460 in the amount of $223,773 for the purchase of Self Contained Breathing Apparatus, and take appropriate action.

BACKGROUND:
In support of the Cities strategic plan to provide Finical Stewardship of the taxpayer's investment in the community, the Fire Department applied for a FY 2014 Department of Homeland Security (DHS) Assistance to Firefighters Grant (AFG) to help purchase Self Contained Breathing Apparatus.
The Fire Department's current Self Contained Breathing Apparatus are compliant to the 2002 Edition of National Fire Protection Associations standard on open circuit self-contained breathing apparatus (SCBA) for emergency services.
The AFG request was to allow for the replacement of 35 2002 Edition of NFPA 1981 SCBA due to our current SCBA coming to the end of their service life. This grant will allow our firefighters to be outfitted with SCBA that are compliant to the 2013 Edition of the National Fire Protection Associations 1981 standard on open circuit self-contained breathing apparatus (SCBA) for emergency services.
The key safety upgrade that the 2014 Assistance to Firefighters Grant will allow is that the 2013 NFPA 1981 compliant SCBA masks and packs are designed to withstand higher temperatures than our current SCBA.
DISCUSSION:
The Assistance to Firefighters Grant is a 90/10 funding program. The Federal contribution total is $223,773. The 10% City contribution of $22,377 will be funded through the non-bond capital improvement fund.
If approved to accept the Grant by Council, the Fire Department will complete a detailed review of 2013 NFPA 1981 complaint SCBA, receive competitive bids, and then will come back to City Council for approval to purchase new SCBA prior to the end of the fiscal year.
RECOMMENDATION:
Recommendation by City Administration recommends to approve Resolution No. 2015-056 authorizing acceptance of the Department of Homeland Security FY 2014 Assistance to Firefighters Grant in the amount of $223,773.
