BACKGROUND:

The City of Farmers Branch is undertaking a project, Rawhide Trail Phase 2, to widen a section of a popular concrete trail, enhancing its usability and accommodating more users. The section being widened runs along the north side of Rawhide Creek from Josey Lane to Tom Field Road. The existing trail, currently 8 feet wide, will be replaced with a new 12-foot-wide trail. The project will involve additional tasks such as tree removal, addressing ADA compliance issues, and relocating dirt as needed. Replanting of trees and sodding are excluded from the scope of this project and will be completed following the completion of the construction phase of the project.

 

Additionally, this project will include the installation of solar lighting adjacent to the new trail and an additional section of the trail completed in an earlier phase of the Rawhide Trail project. Upon completion of Phase 2, the north side of the trail between Webb Chapel Road and Tom Field Road will be lit.

 

The first phase of the project was completed late last year and consisted of replacing the eight-foot-wide trail with a 12-foot-wide trail along the north side of Rawhide Creek, from Webb Chapel Road to Josey Lane, and relocating a section of the trail out of a flood-prone area.

 

Given the trail's popularity, the project may be executed in phases to minimize disruption to users. The aim is to keep as much of the trail open as possible, closing only sections that are actively being worked on. Additional considerations include stormwater control and implementing light traffic control measures in the adjacent low-traffic residential area. This phased approach not only ensures safety and accessibility for the public but also facilitates a smoother construction process.

 

This item was presented to the City Council on July 15, 2025. 

 

DISCUSSION:

The City advertised the project for competitive sealed bids and received three (3) qualifying bids, listed below. A fourth bid, with a total bid amount of over $1,000,000, was disqualified for non-signature of bid documents.

                     Accell Construction, Inc. - $590,433.29

                     VLEX Construction, LLC - $665,180.00

                     Dallas Harmony Construction, LLC - $713,117.46

 

After reviewing the submitted bids, Accell Construction, Inc. appears to be the best fit for the project based on bid amount, contractor experience, and favorable reference checks.

 

FISCAL IMPACT:

Budgeted financial impact $590,433.29 using Trail Bond funds.
