BACKGROUND:
In support of the City's strategic plan (Core Value 7) to apply for and utilize grant funding to enhance citizen services and to further the mission, values, and goals of the City, Administration applied for and subsequently was awarded a grant from PetSmart® Charities. The grant is in the amount of $57,320. The Animal Shelter Advisory Committee, at its September 25th meeting, recommended acceptance of the grant.
DISCUSSION:
The grant provides funding to implement a feral cat colony reduction program in the City. Historically, the City euthanizes 100-200 feral cats per year. At best, the feral cat colony population in the City remains steady through the euthanasia of feral cats. Studies have shown that sterilization of greater than 80% of the feral cat population can significantly reduce the feral cat population in a colony. In addition to saving animal lives, the City will save an estimated $5,085 annually in the costs associated with equipment, transport, housing, euthanasia, and disposal of feral cats. A reduction in the number of impounded feral cats will provide more cage availability at the Animal Adoption Center for domesticated cats which will help address an anticipated increase in the number of domesticated cat impoundments due to population growth in the City.
The estimated population of feral cats within the City is 900. The grant provides funding for traps, 3-year rabies vaccinations, and sterilizations. The goal is to trap, vaccinate, sterilize, ear notch, and release 450 feral cats per year for two years or 100% of the estimated feral cat population in the City. Releasing the feral cat back into its colony is preferred as it prevents other feral cats from entering the colony and filling the void that would be left by relocation or euthanasia. However, if a resident is opposed to the release of the sterilized feral cat at their location, other colony locations will be utilized.
RECOMMENDATION:
City Administration recommends accepting the grant from PetSmart® in the amount of $57,320.

3) Motion to modify to meet the needs of the Council.
