Title
Consider approving Resolution No. 2024-026 awarding the purchase of elevated storage tank mixing systems and lift station diffused aeration systems from Axis Construction, LP, in the amount of $63,470 through a Buyboard Contract; and take appropriate action.
Body
BACKGROUND:
The City of Farmers Branch provides drinking water to all Farmers Branch residents and businesses. Water is provided through a series of pipes, pumps, and storage tanks. Storage tanks can be elevated, ground level, or below ground. In the Farmers Branch, the tanks are elevated or ground level. The total storage capacity of the tanks is approximately 17 million gallons. If water usage is low, water can stratify chemically or thermally within the tanks. Therefore, the water within the tanks needs to be mixed to avoid water quality deterioration, thus protecting public health.
The City of Farmers Branch also operates the wastewater system. Wastewater from residents and businesses flows via gravity through a series of pipes to larger pipes, lift stations, or, ultimately, a wastewater treatment plant. The City of Farmers Branch owns and operates a series of pipes and lift stations; the City does not operate a wastewater treatment plant. Lift stations are constructed at various locations within a city where wastewater has flowed to an elevation that is below the next pipe in the transport system. The purpose of the lift station is to mechanically elevate or “lift” the wastewater to a higher elevation where it can continue its gravitational flow to its ultimate destination, the wastewater treatment plant. Within the lift station, the City utilizes diffusers to aerate the wastewater within the well portion of the facility. This introduces oxygen into the material, which helps break down the grease and, in turn, reduces the City’s maintenance costs.
DISCUSSION:
The facilities that currently have this system in place have experienced great improvement in water and wastewater quality. Therefore, Public Works is requesting the purchase of elevated storage tank mixing systems as well as lift station diffused aeration systems through a Buyboard Contract #662-22 with Axis Construction. This purchase aims to retrofit the Valley View and Westside Water Towers, as well as the Hutton and Kensington Lift Stations, with these technologies to achieve the desired results at these locations. The Public Works Department negotiated a proposal with Axis Construction Inc. using Buyboard Contract #662-22.
FISCAL IMPACT:
$63,470 is budgeted in the Utilities Fixed Asset equipment account.
