Consider approving Resolution No. 2013-022 authorizing the City Manager to negotiate and execute a professional services contract with the C.T. Brannon Corporation in the amount of $361,000 relating to design, bidding, and construction services for the new municipal aquatics facility and take appropriate action.

BACKGROUND:
City Council authorized an aquatic facility master plan on December 6, 2011. The C.T. Brannon Corporation (Brannon) was hired to complete the master plan based on extensive experience with similar projects across the United States and in several other countries. While working on the master plan, numerous facilities in the metroplex were toured and community meetings were held to gather input and review concepts. The plan was reviewed and approved by the Aquatics Task Force and by both the Parks and Recreation and Senior Advisory Boards. The master plan was then adopted by City Council on November 6, 2012.
DISCUSSION:
Brannon completed the master plan and has vast knowledge of the project and extensive pertinent experience. Staff has negotiated with Brannon for design and related services for the new aquatic facility. The proposed schedule for this project is to execute contracts in April and immediately begin design; relocate the skate park to the current Barney Wood tee ball field in June or July; bid and award the project in June or July; begin demolition as soon as the pool closes in August; have the outdoor element open Memorial Day weekend of 2014.
The focus will be on completing the outdoor element in time for the start of the normal pool season in 2014. The indoor element would still be under construction in the summer of 2014 with the anticipated opening in September or October of 2014.
RECOMMENDATION:
City Administration recommends adopting Resolution No. 2013-022 authorizing the City Manager to negotiate and execute a professional services contract with Brannon Corporation in the amount of $361,000 relating to design, bidding, and construction services for the new municipal aquatics facility.

3) Motion to modify to meet the needs of the Council.
4) Motion to table the issue for further study or take no action.
