BACKGROUND:
The DART station area is undergoing redevelopment in terms of programming in the area and pending and future development projects. The Westside Art Trail will connect the Farmers Branch DART Station to the Campion Trail in Irving. A portion of this trail will be adjacent to Denton Drive. In addition, the residents of Farmers Branch passed a bond initiative to redevelop Pike Street. Pike Street is a cross street of Denton Drive north of the DART station in Farmers Branch. Also in the area is the Grove, a city park located immediately south of the DART station, is the location of the Farmers Branch Farmers Market and other seasonal events, including Christmas lights and the outdoor skating rink. Phase two of the Mustang Station apartments is almost completed, which will significantly increase the residential population in the station area. The light rail and bus lines that service the Farmers Branch station provide alternate means of transportation to the area.
Denton Drive is a 4 lane road with a speed limit of 35 miles per hour. Denton Drive is also listed a on the North Central Texas Council of Governments veloweb map. Recently the City of Dallas and Dallas County approved the funding and plans for the installation of a dedicated bike lane along the east side of Denton Drive in Dallas. This project along with the Westside Art Trail will increase the walkability for residents and patrons of the current and future businesses and events. In addition, City Council has expressed a desire for a road diet for Denton Drive. In preparation of these changes and future development in the Station Area, a survey and traffic volume and capacity assessment must be completed.
DISCUSSION:
The City contracted with Kimley Horn for a 30% design and trail alignment for the Westside Art Trail. The trail must connect the Farmers Branch DART station to the Campion Trail in Irving per the funding agreement with Dallas County. A portion of the trail will be aligned adjacent to Denton Drive. Surveying is required to finalize the alignment of the trail. The City asked Kimley Horn of a proposal to provide survey work for the entirety of Denton Drive in the Station Area and traffic capacity assessment at two intersections in the DART Station Area. The survey will provide the location of existing property lines and corners, existing easements, existing pavement, storm sewer infrastructure, water and sewer infrastructure, utility poles, signs, buildings and other structures from the Denton Drive centerline to ten feet outside of the right-of-way on both sides of the street. This will assist with future development opportunities. The traffic capacity assessment will provide traffic counts, road capacity, and level of service for Denton Drive in the Station Area, which is essential for assessing the feasibility of a road diet for Denton Drive. The proposed cost of the survey and traffic counts is $44,800. The City did not have funds available for the survey work in the budget. The City requested funds from DART for the cost of the survey, because the project with along the Farmers Branch DART station. DART has provided the funding to Farmers Branch.
FISCAL IMPACT:
3. Unbudgeted Financial Impact - Funds have been obtained from DART to cover the cost of the surveying.
RECOMMENDATION:
City Administration recommends approving Resolution No. 2019-32 for a professional services agreement with Kimley Horn and Associates, Inc. for $44,800.00, and amend the budget accordingly.
