Title

Consider approving Resolution No. 2026-142 authorizing the City Manager to purchase uniforms and related equipment for the Farmers Branch Police Department from Galls, LLC, for an amount not to exceed $178,500; and take appropriate action.

Body

REQUESTOR:

Police Department

BACKGROUND:

Providing Police Department personnel with appropriate uniforms is essential to maintaining professionalism, officer safety, and operational readiness. Uniforms serve an important role in establishing a recognizable law enforcement presence, promoting public trust, and ensuring officers are properly equipped to perform their daily responsibilities. Regular procurement and replacement of uniforms help address normal wear and tear, accommodate staffing needs, and maintain consistency with established departmental standards.

The Police Department's budget for uniforms and equipment includes, but is not limited to, leather gear (belt, holster, carriers), handcuffs, and ballistic vests. The Department purchases uniforms and equipment for all Police Department employees.

Using the Interlocal Agreement with the North Central Texas Council of Governments (NCTCOG), the Department will spend no more than the budgeted $178,500 with Galls, LLC.

DISCUSSION:

Approval of Resolution No. 2026-142 will authorize the purchase of uniforms and equipment from Galls, LLC, for an amount of $178,500 through an Interlocal Agreement with NCTCOG.

The Police Department purchases uniforms and equipment for all new officers, and purchases them for incumbent officers due to wear and tear, non-negligent breakage, or malfunction. Ballistic vests must also be replaced upon expiration. Approval of this resolution will satisfy uniform and equipment needs for this fiscal year.

FISCAL IMPACT:

Budgeted fiscal impact of $178,500 approved as part of the FY 2026-2027 budget.

DISTRICT:

Citywide
