Body
REQUESTOR:
City Manager’s Office
BACKGROUND:
Comprehensive disaster debris management planning is essential to ensuring the City is prepared to respond effectively and efficiently following natural disasters and other emergency events. Severe weather events can generate significant amounts of debris, creating public safety hazards, obstructing critical infrastructure, and delaying recovery efforts. Developing a disaster debris management plan establishes clear procedures for debris collection, removal, monitoring, and disposal while identifying the resources and coordination necessary to support timely recovery operations. Through collaboration with the Cities of Carrollton and Coppell, and the Town of Addison, the City can further strengthen regional preparedness by establishing consistent procedures, identifying opportunities for resource sharing, and improving interagency coordination during large-scale emergencies.
In May 2026, a grant was approved from the North Central Texas Council of Governments (NCTCOG) for the purpose of developing disaster debris management plans for each of the Quad Cities, as well as a regional interagency plan, with the City of Farmers Branch having the lead of the procurement process. Following this, the City initiated a competitive bidding process to select a qualified vendor. Based on evaluation scoring, TetraTech was identified as the best respondent.
These plans will strengthen regional emergency preparedness, establish coordinated response procedures, and enhance collaboration among participating municipalities during disaster events. The interagency plan will further support resource sharing, clarify roles and responsibilities, and promote a consistent, coordinated approach to disaster response and recovery across the Quad Cities.
DISCUSSION:
Approval of Resolution No. 2026-146 will authorize the City Manager to negotiate and execute an agreement with TetraTech for the creation of disaster debris management plans for the Cities of Farmers Branch, Carrollton, Coppell, and the Town of Addison. The agreement will not exceed the grant award amount of $130,000.
