BACKGROUND:

In 2020, Freese and Nichols, Inc. performed a visual assessment of stormwater infrastructure along a 1.8-mile segment of Rawhide Creek. The results of this assessment were documented in the Rawhide Creek Infrastructure Assessment Final Technical Memorandum (attached), dated December 18, 2020. The assessment area extended from Valley View Lane to Webb Chapel Road. The purpose of the assessment was to identify damaged infrastructure in need of repair or replacement.

 

From this evaluation, several projects were identified that required repair work, including the repair of bank erosion at multiple locations between Josey Lane and Tom Field Road. Erosion behind gabion walls along both the left and right banks of the channel was observed, with steep drops in terrain elevations adjacent to the gabion channel lining.

 

The Public Works Department seeks to prepare plans and specifications for the reconstruction of failed gabion bank protection along approximately 900 linear feet of both channel banks. Additional protection will also be incorporated into the reconstruction of three existing drop structures along Rawhide Creek between Josey Lane and Tom Field Road to address the ongoing erosion issues.

 

These plans will address erosion issues that are separate from the flooding concerns along Rawhide Creek, which will be studied as part of the proposed new master drainage study.

 

DISCUSSION:

The Public Works Department secured a professional services agreement with Freese and Nichols, Inc. for the design of the Rawhide Creek Bank Reconstruction in the amount of $320,725.

This design effort will include plans and specifications for:

                     The protection of creek banks where gabions have failed, including the development of up to three conceptual cross-section alternatives to evaluate different bank stabilization approaches; and

                     The reconstruction and additional protection of three drop structures along Rawhide Creek.

 

FISCAL IMPACT:

Funds are budgeted in the FY 25-26 Public Drainage Projects CIP in the Stormwater Capital Improvement Program Fund.
