Consider approving Resolution No. 2013-047 authorizing the City Manager to enter into an agreement with Knight Security Systems for the purchase and installation of video surveillance and access control system replacements at the Recreation Center and Justice Center utilizing the Department of Information Resources contract DIR-SDD-1725, and take appropriate action.

BACKGROUND:
The current Recreation Center video surveillance system was installed in 2004 and has a history of failures and performance issues. With the need to expand the solution to accommodate the adjacent Aquatics Center, a replacement system becomes a necessity. Considering the challenges faced with the current system, the amount of use the Recreation Center gets and its very open and public nature, a replacement system should be considered sooner rather than later.
The video surveillance system used in the Justice Center was installed in 1999 and has a history of poor performance and reliability. The system has been expanded and pieced together over the years, making it very difficult to use. The video is of poor quality and often cannot be used in court cases. The existing cameras are dated, blurry and do not cover all of the areas required, including portions of the jail. A modern, scalable, digital system is necessary to meet the current security needs and standards of a detention and public safety facility.
Instead of implementing stand alone or silo solutions at each facility, the city has adopted a more comprehensive, and enterprise approach to these technologies. By implementing enterprise wide solutions, we can provide a more robust, flexible and cost effective platform that will meet the needs of the City as a whole, both now and in the future. Additionally, these solutions provide public safety personnel with a single set of tools that can be used to assist them in ensuring the personal safety of our citizens and employees at many of our public facilities.
The enterprise solutions chosen for access control and video surveillance are S2 Security and
Milestone Systems respectively. These products are from two separate companies, but integrate very well with each other and are used my many local government jurisdictions.
Milestone video software has already been installed at City Hall, and S2 access control solutions have been installed in portions of City Hall. These same products will be utilized in the new Aquatics Center.
A fixed asset request in the amount of $55,000 to replace the existing Recreation Center systems was submitted as part of the FY 2013-2014 budget process. Since the system is now in partial failure, Staff Administration recommends expediting this upgrade using funds currently available in Fixed Asset fund balance. This account would be reimbursed following the adoption of the FY 2013-2014 fiscal year budget with those funds already earmarked for this project.
Funds are available in the Municipal Court/Public Safety Building Security Special Revenue Fund for the purchase and installation of the Justice Center Surveillance and Access Control system in an amount not to exceed $115,175.
This item is consistent with Core Value No.1 providing safety and security for citizens, visitors and business through progressive public safety programs.
RECOMMENDATION:
City Administration recommends approving Resolution No. 2013-047 authorizing the City Manager to enter into an agreement with Knight Security Systems to purchase and install replacement Video Surveillance and Access Controls Systems at the Recreation Center and Justice Center in a total amount not to exceed $170,175 utilizing the Department of Information Resources contract DIR-SDD-1725, and take appropriate action.
