Title

Consider approving Resolution No. 2024-096 authorizing the submission of an application to Dallas County for the Fiscal Year 2024 Dallas County Community Development Block Grant program for the Sanitary Sewer Replacement project in the utility easement between Richland Avenue and Squire Place from Goodwater Street to Dennis Lane, and take appropriate action.

Body

BACKGROUND:

Community Development Block Grant (CDBG) eligible projects are those that improve or maintain existing low-to-moderate income neighborhoods, promote low-income home ownership, or eliminate community-threatening conditions. Examples of eligible projects include water and sewer replacements, road projects, park rehabilitation, and sidewalk projects.

Three areas of the City meet the qualifications for the required low-to-moderate income standard for CDBG funds. One area is generally bounded by Spring Valley Road, Josey Lane, Dennis Lane, Valley View Lane, and Interstate Highway 35E northbound service road. The second area is generally bounded by Fyke Road, Dennis Lane, Valwood Parkway, Ivanwood Drive, Janwood Lane, and Josey Lane, and the third area is generally bounded by Marsh Lane, Valley View Lane, and Interstate Highway 635.

On April 14, 2015, the Dallas County Commissioners Court approved changes to Dallas County’s CDBG program. Funding will now be provided every other year, so half of the cities participating in the program will receive funding one year and the remaining cities the next. In their particular funding year, cities will receive approximately twice the annual amount of funding that they received under the old program.

For Fiscal Year (FY) 2024, the City of Farmers Branch is eligible to receive $209,000 in CDBG funds from Dallas County. Dallas County will hold public hearings on June 18, 2024, and August 6, 2024, as a requirement to encourage public input. The total project cost is $290,368. The additional $81,368 will be covered by the City.

DISCUSSION:

The project identified for FY 2024 CDBG funding is to replace approximately 800 linear feet of an 8-inch sanitary sewer main in the utility easement between Richland Avenue and Squire Place from Goodwater Street to Dennis Lane. The existing clay tile sanitary sewer line is over 66 years old and requires high maintenance. This project will replace the entire main, including its service lines and manholes. The engineering plans and specifications will begin later this year. The CDBG application deadline is May 30, 2024.

This item is consistent with the Council’s Strategic Objectives: F1, invest in maintaining high-quality public assets, and F2, seek out and maintain alternative funding sources.

FISCAL IMPACT:

Budgeted Financial Impact of $81,368 from the Capital Improvement Program, Non-Bond Utility Fund, and the remaining $209,000 from CDBG.
