BACKGROUND:
Dallas Area Rapid Transit (DART) has established the General Mobility Program (GMP) to provide funding to member cities for transportation improvements that enhance mobility and connectivity to the regional transit system. The program was authorized by the DART Board of Directors pursuant to its authority under Chapter 452 of the Texas Transportation Code, which allows regional transportation authorities to support transportation projects that complement public transit.
The General Mobility Program is structured as a multi-year funding initiative beginning in Fiscal Year 2027 and extending through Fiscal Year 2031. The program gradually increases the amount of funding available to participating cities over the term of the program. In addition to DART program funding, the North Central Texas Council of Governments (NCTCOG) Regional Transportation Council has approved approximately $75 million in supplemental funding to support transportation improvements through the program.
The program is intended to fund transportation projects that support mobility and access to transit, including roadway improvements, intersection upgrades, pedestrian and bicycle connectivity, and other infrastructure that complements the regional transit system.
Participation in the program requires eligible cities to enter into an Interlocal Agreement (ILA) with DART establishing the program framework, funding allocation methodology, and project eligibility requirements.
DISCUSSION:
The proposed Interlocal Agreement establishes the terms under which the City of Farmers Branch may participate in the DART General Mobility Program and receive funding allocations for eligible transportation improvements. Through this agreement, the City will be eligible to receive funding during the program period to support transportation infrastructure projects that improve mobility, safety, and connectivity within the community. The agreement outlines the program requirements, including project eligibility criteria, reimbursement procedures, and reporting requirements associated with the use of program funds.
Participation in the program allows the City to leverage regional transportation funding to support local infrastructure improvements, while maintaining compliance with applicable state statutes governing regional transportation authorities and interlocal agreements.
Execution of the agreement does not create additional financial obligations beyond participation in eligible projects, and it enables the City to pursue funding opportunities that support local mobility improvements and connectivity to the regional transportation network.
Approval of this item will authorize the City Manager to execute the Interlocal Agreement with Dallas Area Rapid Transit, allowing the City of Farmers Branch to participate in the General Mobility Program and access funding allocations available to DART member cities.
FISCAL IMPACT:
The City of Farmers Branch will continue to contribute 1 percent of local sales tax revenue to DART, consistent with existing statutory requirements and long-standing participation in the regional transportation authority. Participation in the General Mobility Program provides the City with the opportunity to receive regional transportation funding allocations estimated at approximately $1.5 million to $2.5 million annually, with potential increases over the life of the program. Adding grants and other incentives tied to DART membership, the total minimum value is expected to be in the $15 million range.
