Title

Consider approving Resolution No. 2026-147, authorizing three standby agreements for disaster debris monitoring services with DebrisTech, LLC, True North Emergency Management, LLC, and Thompson Consulting Services, LLC; and take appropriate action.

Body

REQUESTOR:

City Manager’s Office

BACKGROUND:

Significant weather events and other emergencies can generate substantial debris that requires coordinated removal and disposal to restore public access, protect public safety, and support community recovery.

Disaster debris monitoring services provide independent oversight of debris removal activities, including verifying debris quantities, documenting eligible work, monitoring contractor performance, and ensuring compliance with applicable federal, state, and local requirements. Proper monitoring and documentation also support the City's eligibility for potential reimbursement through the Federal Emergency Management Agency (FEMA).

In late 2025, the Cities of Farmers Branch, Carrollton, Coppell, and the Town of Addison collaborated on a regional Request for Proposals (RFP) for disaster debris monitoring services, with Addison serving as the lead agency. After the procurement and evaluation process, the City identified DebrisTech, LLC, True North Emergency Management, LLC, and Thompson Consulting Services, LLC as the most qualified vendors.

Agreements with multiple qualified vendors give the City additional flexibility and access to resources during major emergencies, especially when widespread disasters may affect multiple jurisdictions simultaneously.

The proposed agreements are standby agreements and require no initial expenditure. Costs would be incurred only if services are activated following an emergency.

DISCUSSION:

Approval of Resolution No. 2026-147 would authorize the City Manager to execute the agreements for disaster debris monitoring services with DebrisTech, LLC, True North Emergency Management, LLC, and Thompson Consulting Services, LLC.

These agreements would allow the City to access qualified monitoring services when needed, supporting timely disaster recovery, contractor accountability, accurate documentation, and compliance with applicable reimbursement requirements. Using multiple vendors would provide additional capacity and flexibility during regional emergencies when demand for disaster recovery services may be significant. If activated, services would be subject to the applicable contractual rates and the City's established purchasing, emergency management, and financial controls.

FISCAL IMPACT:

There is no fiscal impact associated with executing the standby agreements. Expenditures would occur only if we activated disaster debris monitoring services. Actual costs would depend on the scope and duration of the emergency response and the applicable contractual rates. Eligible expenditures may qualify for reimbursement through FEMA or other available disaster assistance programs, subject to applicable requirements and funding determinations.
