BACKGROUND:

As part of the City’s ongoing commitment to fostering sustainable economic growth and ensuring the City remains competitive within the regional market, the City uses economic incentive agreements to promote business acquisition, retention, and expansion, which further strengthens the local business environment and assists with job creation and the expansion of the City’s tax base.

 

Tom Cusick Custom Homes, LLC is a Texas limited liability company operating in the custom homebuilding industry. The business is a boutique residential developer specializing in full-service custom homebuilding and high-quality remodeling. The company focuses on building distinctive homes by offering turnkey solutions from lot selection through final detailed finish-out.

 

Tom Cusick Custom Homes has indicated its intent to construct a qualifying project consisting of a three (3)-story town-home dwelling complex with a maximum of 38 individual dwelling units, a pocket park, adjacent and on-site public roads, landscaping and trees, and stormwater improvements on a tract of land within the City comprising approximately 2.6 acres. The City is authorized by Chapter 380 of the Texas Local Government Code to provide economic development grants to promote local economic development and stimulate private investment in the City.

 

DISCUSSION:

Approval of Resolution No. 2026-073 authorizes the City Manager to negotiate and execute an Economic Development Agreement for the sale of real property at 13309 Josey Lane, supporting the company’s planned construction of up to 38 individual dwelling units. The agreement finds that attracting private investment and diversifying residential and nonresidential product types in the City will promote economic development, stimulate commercial activity, create and retain primary jobs, provide residential opportunities for the City’s citizens, generate additional tax revenue, and stabilize and enhance the City’s tax base and economic vitality. It also promotes the development and diversification of the state’s economy, the elimination of unemployment or underemployment in the state, and the development and expansion of commerce in the state.
