BACKGROUND:
The Rawhide Trail Project is a three-phase project that was approved to expand the Rawhide Trail from 8 feet to 12 feet, address flood-prone areas, and repair minor curb and street issues.
Phase 1 of the Rawhide Trail Project was approved by the Council on September 10, 2024, which expanded the trail on the north side of Rawhide Creek between Webb Chapel Road and Josey Lane and re-routed it away from a flood-prone area. This phase is complete.
Phase 2 went out to bid in May of 2025. Staff will bring the proposed contractor bid to an upcoming City Council meeting for consideration and potential award. The existing trail bond fund will be utilized for this project.
Phase 3, slated for FY 2026-2027, will focus on trail replacement and lighting along the south side of Rawhide Creek from Webb Chapel Road to Tom Field Road.
DISCUSSION:
Moving forward with Phase 2 of the Rawhide Trail Project, work will include widening the existing 8-foot concrete trail to 12 feet along the north side of Rawhide Creek, from Josey Lane to Tom Field Road, to improve accessibility and accommodate increased use.
The scope of work includes tree removal, Americans with Disabilities Act (ADA) compliance adjustments, and soil relocation. Landscaping work, including replanting trees and sodding, will be completed after construction is finished.
Additionally, solar lighting will be installed along the new trail segment and an adjacent portion completed during Phase 1, resulting in a fully lit trail along Rawhide Parkway from Webb Chapel Road to Tom Field Road.
The City advertised the project for competitive sealed bids and received three (3) qualifying bids, listed below. A fourth bid, with a total bid amount of over $1,000,000, was disqualified for non-signature of bid documents.
• Accell Construction, Inc. - $590,433.29
• VLEX Construction, LLC - $665,180
• Dallas Harmony Construction, LLC - $713,117.46
After reviewing the submitted bids, Accell Construction, Inc. appears to be the best fit for the project based on bid amount, contractor experience, and favorable reference checks.
