BACKGROUND:
Each year, before the budget cycle, the City Council and the City Staff work together to develop the City’s strategic alignment to ensure the best use of time, money, and people by allocating resources for issues that will have the most impact. In this process, the City leadership reviews and discusses the tenets of the plan and provides directions to City staff in finalizing the strategic plan.
During budget preparation, the City Council and staff use the strategic plan as a guide for budget decisions, specifically to compare the plan’s priorities versus the budget priorities. In this manner, a strategic plan empowers the City Council and staff to make the right decisions and take the right actions.
The Critical Business Outcomes (CBOs) are short-term goals covering one - to three-year priorities identified by the City Council. A healthy strategic plan generally has five to seven CBOs up to a maximum of ten.
DISCUSSION:
This agenda item aims to review the Critical Business Outcomes (CBOs) for 2024 following the City Council Strategic Planning Retreat held on February 8, 2024. During this Retreat, the City Council reviewed the Critical Business Outcomes of 2024, received presentations from the department heads, and discussed the 2025 CBOs.
At the Council Study Session on February 20, 2024, CBOs were brought back for review and discussion. The Council briefly discussed and asked to bring the agenda back for further discussion.
During today’s session, the Council will have the opportunity to review, discuss, and provide guidance to the staff for 2025 CBOs. It is important to note that CBO #1 through CBO #6 are not listed in any specific order of priority. However, the Council may establish a priority ranking for the CBOs. Once the City Council has made a final decision on the CBOs, the City Staff will begin the process of developing the annual operating budget.
