BACKGROUND:
The City of Farmers Branch remains committed to maintaining a high level of public safety through continued investment in equipment, technology, and emergency response capabilities. Partnerships and external funding opportunities, such as grant awards and donations, help support the City’s ability to provide critical services while minimizing financial impacts to local taxpayers. Acceptance of donated funds and grant assistance allows the City to enhance operational readiness and improve emergency medical care for residents and visitors.
In April 2026, the Fire Department was awarded a funding request from Metrocrest Hospital Authority for the purchase of five (5) Ventis HeroVent Ventilators for the Farmers Branch Fire Department.
The Farmers Branch Fire Department routinely handles respiratory emergencies in which manual bag-valve-mask ventilation can lead to inconsistent delivery, provider fatigue, and risks such as hyperventilation or barotrauma. The HeroVent from Ventis Medical is a compact, rugged, FDA-cleared (2024) portable ventilator designed specifically for emergency and transport use, particularly in demanding EMS environments.
With features tailored for first responders, the HeroVent enables precise, reliable ventilation while freeing personnel for other interventions. As respiratory call volumes rise, adopting a small initial fleet of these units aligns with evolving EMS standards, lung-protective strategies, and innovations in accessible pre-hospital ventilation.
DISCUSSION:
Approval of Resolution No. 2026-079 will approve the City’s acceptance of the donation from the Metrocrest Hospital Authority and authorize the purchase of five Ventis HeroVent Ventilators for use by the Farmers Branch Fire Department, in the amount of $52,468.90, and authorize the City Manager to execute an interlocal cooperation agreement with Metrocrest Hospital Authority for the purchase.
The purchase of the ventilators will be in cooperation with the City of Midlothian through an Agreement for EMS Fire Department Medical Supplies with Bound Tree Medical, LLC.
This purchase will enhance the City’s emergency medical response capabilities by providing firefighters and paramedics with advanced tools to deliver more consistent and effective respiratory care during emergency situations.
FISCAL IMPACT:
Budget-neutral donation amount of $52,468.90 for the purpose of purchasing five Ventis HeroVent Ventilators.
