BACKGROUND:
A master drainage study serves as a comprehensive, long-term planning tool for managing stormwater and flood control within our community. Its primary objective is to evaluate both current and future drainage needs by analyzing existing infrastructure, identifying deficiencies, and defining areas vulnerable to flooding.
At the request of Mayor Pro Tem Tina Bennett-Burton, staff proposes to commission a new master drainage study to evaluate and mitigate flooding risks throughout other areas of the City.
The areas of focus for this new master drainage study will include, but not be limited to:
• Rawhide Creek from Valley View Lane to Webb Chapel Road, to investigate options to improve flood-carrying capacity, reduce observed street flooding, and remove homes from the regulatory floodplain along Rawhide Parkway.
• Stream 6H1 (Winn Park/Midway Road area), to investigate options to reduce the risk of Midway Road overtopping during storm events and to assess flood risk in FEMA Zone A areas, which lack detailed analyses or base flood elevations.
• FEMA Zone A upstream extents of Farmers Branch Creek, to better define flood risk in Zone A floodplain areas.
• Bee Street culvert crossing at Cooks Creek, to evaluate options to reduce the risk of roadway overtopping during storm events and to reduce flood risk for upstream properties.
This study will utilize detailed hydraulic modeling to assess these focus areas. Based on the evaluation of existing conditions, the study will provide recommendations for targeted improvements to mitigate flood risks and prevent damage to property and infrastructure. Opinions of probable construction costs will be developed, and projects will be evaluated and prioritized for inclusion in a capital improvements list.
Additionally, cost-benefit analyses will be developed for the proposed projects in accordance with FEMA guidelines to support the pursuit of future grant funding for the recommended improvements.
DISCUSSION:
By outlining a prioritized list of necessary improvements, estimating associated costs, and providing a framework for project prioritization, the master drainage study will support efficient capital planning and cost-effective drainage management, helping to protect public health and safety.
This item is part of the City Council initiative established in the 2026 Strategic Plan. Once improvements and enhancements have been identified, Public Works will bid these items out for construction over the coming fiscal years. The Public Works Department has secured a Professional Services Agreement with Kimley-Horn for a master drainage study in the amount of $302,500 through the request-for-qualification process.

This item is budgeted in the approved FY 25-26 Stormwater Capital Improvement Program Fund.
