BACKGROUND:
On June 19, 2019, Freese and Nichols presented to the City Council a project prioritization list for Farmers Branch Creek that was established during the 2018 Creek Study. From this list, projects were identified that required erosion repair work. Based on the need to make these repairs to stabilize the overall creek, the City Council directed staff to proceed with the design and subsequent construction of the erosion repair projects using a “reach” concept. Staff were to group projects within a given reach of the creek that affected multiple properties. Reach 2 consists of project sites E-12, E-13, and E-14 from the 2018 Creek Study.
In April 2019, the City Council approved a resolution authorizing a professional services agreement with O’Brien Engineering, Inc. for design and analysis work related to erosion control and stabilization along Farmers Branch Creek at the E-8, E-12, E-20, and E-21 sites. These plans were completed in May 2020. Projects E-8, E-20, and E-21 were then constructed, but construction at the E-12 site was postponed due to funding availability. Due to this, the Staff integrated the E-12 site into the eventual Reach 2 grouping of projects.
In December 2020, the City Council approved a resolution authorizing a professional services agreement with Lockwood, Andrews & Newnam, Inc. for design and analysis work related to erosion control and bank stabilization along Farmers Branch Creek at the E-13 and E-14 sites. Additionally, in October 2024, due to storm events, further erosion occurred on the property adjacent to the original project area, and the scope of the project was widened to ensure the design of the banks was reinforced for the upcoming construction project.
On January 17, 2025, City staff received the final plans for the erosion control of E-13 and E-14 sites in Reach 2. Upon receipt of the final plans of E-13 and E-14, it was determined that the original plans for the E-12 site needed to be revised to account for further erosion in the area. On May 20, 2025, City Staff received final plans for the E-12 site, which allowed staff to move forward with bidding the construction portion of this project.
DISCUSSION:
The Engineer’s Opinion of Probable Construction Cost (OPCC) for this project is $1,312,437. On July 7, 2025, the City received five bids for the construction phase of the project. TREG Erosion Control Specialists, LLC., submitted the lowest bid, meeting all requirements, in the amount of $1,261,350. Stakeholders have already been informed of the upcoming project and will be notified of the project's start date and timeline as it commences. The project is expected to be completed within six to eight months.

FISCAL IMPACT:
The project cost is $1,261,350. Funds are available in the Stormwater Capital Improvement Project Program Fund.
