Consider approving Resolution No. 2025-072 authorizing the City Manager to execute a contract with J & L Construction, LLC, for the 2025 Water Main Replacement project in the amount of $3,218,551; and take appropriate action.

BACKGROUND:
Public Works staff have identified drinking water system improvements for each year as part of the continual evaluation and maintenance of the system. The project focuses on older cast-iron water mains installed in the 1950s and 1960s. Approximately 9,225 linear feet of cast iron water main will be replaced with new PVC lines. The estimated construction timeline is 6 months to complete the entire project. Once the project is awarded to the Contractor, they will develop a timeline for each waterline section. The 2025 Water Main Replacement will be in the following areas:
• Longmeade Drive from Rawhide Parkway to Webb Chapel Road
• Wood Manor Circle from Farmers Branch Lane to 12311 Wood Manor Circle
• Ford Road from Farmers Branch Lane to Leta Mae Lane
• Villa Creek Drive from 2775 Villa Creek Drive to Josey Lane
• Valley View Lane from Webb Chapel Road to Belfield Drive
• Sunbeck Circle from Josey Lane to Josey Lane
• Chapelview Drive from Westminster Drive to Veronica Road
• Reedcroft Drive from Bay Meadows Circle to Josey Lane
DISCUSSION:
The Engineer’s Opinion of Probable Construction Cost (OPCC) for this project is $3,666,000. On April 21, 2025, the city received seven bids for the construction of this project. J & L Construction, LLC submitted the lowest bid, meeting all requirements, in the amount of $3,218,551. When Construction of this project begins, residents along those streets will receive construction notices when contractor crews are working in their area.
The seven received bids were:
1. J & L Construction, LLC in the amount of $3,218,552
2. Aushill Construction, LLC in the amount of $3,345,510
3. 2R Construction Services in the amount of $3,481,125
4. Jeske Construction Company in the amount of $3,628,959
5. SYB Construction Company in the amount of $3,795,803
6. S-Co Incorporated in the amount of $3,953,998
7. Excel 4 Construction, LLC in the amount of $4,014,530
FISCAL IMPACT:
The project cost of $3,218,551 will be funded through the Capital Improvement Utility Non-Bond Fund. There are sufficient funds in the fund balance, but it is not budgeted in the non-bond CIP. However, a fund transfer will be required to replenish the account to cover the project expense.
