Consider approving Resolution No. 2025-062 approving the second amended and restated Professional Services Agreement with Burgess Construction Consultants, Inc. for inspection, plan review, and training services; and take appropriate action.

BACKGROUND:

In November 2022, the City entered into a Professional Services Agreement with Burgess Construction Consultants, Inc. to provide the Community Services Department with overflow inspection and plan review services.

 

DISCUSSION:

The proposed amendment to the Professional Services Agreement reflects the Department's evolving needs and ensures that the Department is prepared to provide services to Farmers Branch's businesses and residents. Burgess Construction Consultants, Inc. has consistently delivered plumbing inspection services and remains a reliable resource for overflow inspections and plan reviews.

 

Additionally, the Department has made ongoing efforts to hire a full-time plumbing inspector; however, due to the highly competitive market and limited availability of qualified candidates, it has been challenging to fill the position. As a result, the Department proposes utilizing Burgess to ensure continued delivery of inspection services.

 

To date, Community Services has primarily utilized the contract for inspections. However, as service demands grow, it has become critical to also leverage Burgess for plan review and staff training services. These additional services are essential to maintaining operational efficiency, meeting customer service expectations, and ensuring timely development reviews.

Approval of the amended and restated PSA will allow the Department to deploy Burgess as needed, minimizing service disruptions and continuing to meet service needs without delay.

 

FISCAL IMPACT:

The City has identified an internal budget reduction by reallocating funds for a full-time position to fully absorb the cost of the contract within existing resources.
