Title

Consider approving Resolution No. 2025-192 and Resolution No. 2025-193 affirming participation by the City of Farmers Branch in a settlement agreement with Purdue Pharma L.P. and the Sackler family, and a settlement with eight generic manufacturers statewide related to alleged misconduct related to opioids; and take appropriate action.

Body

REQUESTOR:

City Attorney/Administrative Services Department

BACKGROUND:

A proposed nationwide settlement agreement has been reached with Purdue Pharma L.P. and the Sackler family concerning alleged misconduct related to opioids. An additional settlement with eight generic manufacturers statewide (Alvogen, Amneal, Apotex, Hikma, Indivior, Mylan, Sun, and Zydus) has been reached. The proposed settlements are being implemented in connection with Purdue’s bankruptcy proceedings. They consist of, among other things, a settlement of Purdue’s claims against the Sacklers and certain other parties and a settlement of direct claims against the Sacklers held by States, local governments, and other creditors. The Settlements contemplate that the Sacklers will pay an aggregate of $6.5 billion in 16 payments over 15 years, including $1.5 billion on the settlement’s Effective Date (expected to be in 2026), to be distributed among participating entities in the settlements.

The City signed the Settlement Participation Release Forms on September 24, 2025.

DISCUSSION:

The proposed resolutions are to affirm the City’s position in participating in the settlement agreements.

City Attorneys will be present to answer any questions.

FISCAL IMPACT:

The City may be entitled to receive payments for damages over a period of time.
