Title
Receive and discuss report from the Charter Review Committee for proposed amendments to the Home Rule Charter and take action to direct the City Attorney and City Administration relating to the preparation of an ordinance for placement on the next City Council agenda to call an election to be held on November 5, 2013, to consider proposed amendments to the Home Rule Charter.

BACKGROUND:
Pursuant to Section 9.20 of the City Charter, the City Council appointed a Charter Review Committee ("the Committee") for the purpose of reviewing the City Charter and making recommendations to the City Council regarding proposed amendments to the City Charter to be placed before the qualified voters of the City at a future special election. Pursuant to its charge, the Committee met on June 27, 2013, July 2, July 18, July 22, July 25, and July 30, 2013, to consider both non-substantive correction amendments proposed by the City Attorney as well as substantive amendments proposed by members of the Committee and/or City Administration. On July 30, 2013, the Committee held its final meeting and unanimously approved the final report to be forwarded to the City Council for consideration and further action, if deemed desirable and necessary.

DISCUSSION:
It is anticipated that Nancy Hardie, Chair of the Committee, will be in attendance to present the Committee's Final Report and answer questions. If, after considering the Committee's Final Report, the City Council desires to call a special election to be held in November 2013 for the purpose of placing on the ballot proposed amendments to the City Charter to be considered by the voters of the City, it will be necessary to approve an ordinance calling the election and containing the proposed amendments and proposition language not later than August 26, 2013. Unless the City Council desires to call a special meeting for the purpose of considering an ordinance calling a charter election, it will be necessary to take action on an ordinance not later than the August 20, 2013, City Council meeting.

RECOMMENDATION:
Receive the Final Report of the Committee, discuss its contents, and provide direction to the City Manager, City Attorney, and City Secretary regarding (1) the calling of a special election to consider amendments to the City Charter and (2) if the City Council desire to call a special charter election, the substance of the amendments which are to be the subject of the various ballot propositions.

ACTIONS:
1) Discuss and consider a motion directing the City Attorney and City Administration relating to the preparation of an ordinance for placement on the next City Council agenda to call an election to be held on November 5, 2013, to consider proposed amendments to the Home Rule Charter.
2) Motion to modify to meet the needs of the Council.
3) Motion to table the issue for further study or take no action.
