BACKGROUND:

The City is committed to fostering a diverse and vibrant community by supporting housing opportunities that strengthen the local workforce, promote economic development, enable seniors to age in place, and create opportunities for young professionals, families, and essential workers to live in the community they serve.

 

Consistent with this commitment, the City Council approved Resolution No. 2024-117 in July 2024, authorizing an Interlocal Agreement with Dallas County for the acceptance of up to $2.5 million in American Rescue Plan Act (ARPA) funding to implement the Valwood Park Housing Replacement Program. The program was established to identify ten income-qualified homeowners with outdated or dilapidated homes in the Valwood area and provide replacement housing through the construction of new residences, with expenditures to be reimbursed by Dallas County.

 

To implement the program, the City Council approved Resolution No. 2025-118 in July 2025, authorizing a construction agreement with Builders of Hope to demolish the existing homes and construct ten replacement homes for eligible program participants. On February 3, 2026, the City Council subsequently approved Resolution No. 2026-029, issuing a Notice to Proceed to Builders of Hope and authorizing $95,000 in startup costs, eligible for reimbursement through Dallas County under the grant agreement.

 

Construction has experienced delays resulting from unforeseen soil remediation requirements and adverse weather conditions, causing Builders of Hope to indicate that the completion date will be extended to August 31, 2026. Builders of Hope has informed staff that additional crews have been hired and expedited methods of work are being implemented to remediate the delay.

 

To date, $965,141 has been billed and requested for reimbursement from Dallas County, with one home nearing completion, two homes framed with siding work being completed, two with framing formed, and five homes with significant work remaining.

 

Because ARPA funding must be fully expended by December 2026, these delays have created a compressed construction schedule and increased the urgency of completing the project within the federal expenditure deadline. Staff continues to work closely with Builders of Hope to expedite the project timeline and advance the remaining milestones as efficiently as possible.

 

DISCUSSION:

Approval of Resolution No. 2026-108 will authorize the City Manager to enter into an agreement for independent contractor services for an amount not to exceed $50,000 for the purpose of contracting with a construction manager to facilitate the expedited progress of construction for the Valwood Park Housing Replacement Program.

 

Taking this step will assist with providing construction management and oversight services to facilitate the progress of construction and ensure the timely completion of the project.

 

FISCAL IMPACT:

Unbudgeted amount of up to $50,000 to be reimbursed by Dallas County through ARPA grant funds.
